In October 2025, at the Strasbourg headquarters, the Autumn 2025 Session of the Conference of INGOs of the Council of Europe took place, concluding with the publication of an official communiqué.

The text expresses the Committee’s deep concern regarding the growing trends of democratic backsliding observed across Europe, as well as the increasing instrumentalisation of migration, which undermines both the fundamental rights of people on the move and the work of civil society organisations.

The statement also calls on Member States to uphold their human rights commitments, safeguard civic space, and ensure that responses to migration respect international law and the dignity of all individuals.
It further stresses the importance of cooperation between institutions and civil society in strengthening democratic resilience and protecting the most vulnerable.
