A group of human rights organisations, including the Public Committee Against Torture in Israel (PCATI), Adalah, HaMoked and Physicians for Human Rights Israel, has issued a joint briefing expressing grave concern over the Penal Law (Amendment – Death Penalty for Terrorists) Bill (2025), which is currently at an advanced stage of approval.
According to the organisations, the proposed legislation would introduce a discriminatory system of capital punishment intended to apply exclusively to Palestinians, in violation of international law. In the West Bank, it provides for a near-automatic death penalty, allows convictions by a simple majority of judges, and mandates execution within 90 days.
Pax Christi International joins the urgent appeal to the international community to intervene and halt the adoption of the law, calling on States to express their opposition publicly and to act through diplomatic channels. It also calls for broad public mobilisation to raise awareness of the implications of this proposal.
