On October 13, the U.S. Secretaries of State and Defence issued a letter to Israel demanding progress within 30 days on concrete measures to reverse the deteriorating humanitarian conditions in Gaza.

On the deadline for compliance, Tuesday, November 12, 2024, Anera, Care International, MedGlobal, Mercy Corpsthe Norwegian Refugee CouncilOxfam, Refugees International, and Save the Children have released a scorecard assessing progress against these measures over the past 30 days, concluding that Israel has failed to comply with its ally’s demands – at enormous human cost for Palestinian civilians in Gaza.

The Inter-Agency Standing Committee now assess that “the entire Palestinian population in North Gaza is at imminent risk of dying from disease, famine and violence.” The facts are clear: the humanitarian situation in Gaza is now at its worst point since the war began in October 2023. We are calling on the U.S. government to make an immediate determination that Israel is in violation of its assurances under National Security Memorandum 20 (NSM-20) and Section 620i of the Foreign Assistance Act. The report also finds that Israel concurrently took actions that dramatically worsened the situation on the ground, particularly in Northern Gaza. Its failure to comply with U.S. law, underscores its failure to meet its obligations under international humanitarian law as well.

The US Government and the rest of the International Community need to hold Israel accountable for these violations. Last month, Pax Christi International and some of its sections signed a statement calling for a ceasefire in Gaza, Lebanon and Israel and an end to impunity.
