Through a joint letter, 17 humanitarian organisations have written to the United Nations Secretary-General, António Guterres, urging him to ensure the publication of a complete list of perpetrators of grave violations that is evidence-based and accurately reflects data collected and verified by the United Nations Monitoring and Reporting Mechanism (MRM) in his forthcoming annual report on Children And Armed Conflict (CAAC). The document has been presented by Watchlist on Children and Armed Conflict.
The signatories, including Pax Christi International, express deep concern ahead of the upcoming CAAC report, stressing that the monitoring system and the list of perpetrators represent essential tools for strengthening the protection of children in armed conflict, as well as for preventing and ending grave violations.
In 2024 alone, the United Nations verified 41,370 grave violations against children, the highest number ever recorded, with figures in 2025 already indicating a further worsening of the situation.
Pax Christi International, together with the other organisations, calls for the recommendations contained in the Watchlist on Children and Armed Conflict policy note (“Credible List”, April 2026) to be fully taken into account, reiterating the appeal for an accurate and comprehensive list as a fundamental tool for the protection of children in situations of war.
